I suspect this is a very small crop of an originally much much larger picture
Another thing is, judging by the bokeh, this is likely to be taken by a lens with focal length of 600mm or more (with or without extender). At such focal length, focus is very hit and miss and also a shutter speed not fast enough is likely to cause a blur when hand held (camera shake), whereby all the details become smudged.
The flatness of the image might be caused by a combination of high ISO and heavy noise reduction.
